2. FALSE. If meaning is clear, there is no need to look beyond the statute. 3. TRUE. Due process requires that there be a statute to put persons on notice that certain conduct is punishable. 4. FALSE. The Constitution only requires that revenue measures originate in the House of Representatives. 6. FALSE. That is legislative history, and there is no need to examine that when the meaning of the statute is plain. 9. FALSE. The President can veto a bill, but Congress can override by a two-thirds vote in both the Senate and the House.
