The answer for this would be the legislative branch. In the beginning, the Framers were divided among the Federalists that were intent on creating a strong national government with relatively weak strong states while on the other hand Antifederalists supported strong states government out of fear of an overpowering national government.
Because of the debate between the two perspectives of the Framers, they first created what we know as the legislative branch. Even more specifically, they first created Congress which consists of the House of Representatives and the Senate. The reason they created the legislative branch first in Article I of the Constitution was to relay implied powers for implementing the Constitution's express powers.
Overall, The legislative branch is imperative in creating laws and executing the desires of the Constitution.
