Some claim administrative agencies have become a 4th branch, combing all 3 functions, as they promulgate rules & regulations, enforce them and hold hearings to find you in violation.
Others claim the news media is a 4th branch of government.
Traditionally, just three though. Executive branch executes the laws. Legislatures make laws, and Courts interpret laws.
