Hi Carlie,
I am not able to see the chart, but there are two ways an amendment can be ratified. Either 3/4 of the state legislatures have to approve the proposed amendment or a ratifying constitution must be called with 3/4 of states approving the amendment at convention. Rules for proposing and ratifying amendments are found in the V amendment to the constitution. The proposing of an amendment is a bit different from ratification.
