initially the circuit is open meaning that no current is flowing through the circuit. when we close the circuit the battery wants to push a current through the system but however the inductor resists passing current through it. therefore initially current passing through the system is zero which means all the voltage of the battery falls on two ends of the inductor. over time more current passes through the circuit and the voltage across the inductor approaches zero. so the answer is b
