Representatives are chosen through popular vote. We the people vote in popular elections that determine who are members of the House of Representatives are. The total number of Representative has been capped at 435; however, Congress could always increase this number. The Census plays a huge role in the number of representatives that each state receives. This process is known as reapportionment. Whereas, each states number of representatives are impacted by a shift in their population. States such as California, Florida, Texas, and New York have the largest populations, and therefore have the largest number of representatives. There are also other qualifications that must be met according to article one of the U.S. Constitution. there is an age requirement of 25. Representatives must also be U.S. Citizens at the time that they determine to run. They must also be residents of the state that they wish to represent.
