Can I learn CSS 3 without knowing CSS?

The short answer is no. By learning CSS3, you would already be learning the concepts of CSS first.

CSS3 isn't a new form of CSS. Rather, it adds onto what CSS already is, just as HTML5 adds on to HTML.

Think of CSS as the basics, and then CSS3 would be more advanced topics.
