first write the equation in standard form
3x + y = -7
y = -3x -7
the slope of a perpendicular line the negative reciprocal of the original slope
m = 1/3
new line
y = 1/3 x + b . now use the point given
1 = 1/3(-3) + b
b = 4
so the new perpendicular line would be
y = 1/3x + 4
