In general:
Total purchase price = sticker price + (sticker price)*(tax rate as a percent)
In this problem:
5.28 = P + (P)*(.10)
Think of the right hand side of this equation as 1P + .10P. That would be 1.10P, right?
That's the same thing you'd get if you divided 11/10 as they have shown in the description.
So, do you need to solve for P, the original price?
$5.28 = 1.10P
Divide each side by 1.1 (you could also multiply $5.28 by 10 and divide by 11)
and the result is
P = $4.80
