No, actually you don't certainly need that to pursue ECE. I am in the final final year of my graduation in ECE and they never teaches us HTML, CSS and JavaScript instead you need to know other programming languages like C, C++ , python, MATLAB and even assembly level languages for microprocessor and microcontrollers and also VHDL programming.
