How do you create one mass header file so that you don't have to keep adding the same script and link tags on all your webpages?

You can't do this in CSS or front end JavsScript, you would have to another language like PHP or ASP. In those languages, you would create a file containing your header and then make a call to the header file whenever you need the contents of it.
