The answer to this question is up for debate so there is no generally accepted "correct" answer. What you are describing is known as a "progressive tax" system in which a person is taxed based on their income rather than a general "flat tax." The U.S. uses a "proportional tax" system which is the same as a general "flat tax." Some countries such as Belgium, Germany, and Denmark actually use a progressive tax system. Ultimately, an argument can be made for either side.
