"Web pages" can be described in many ways.

Describing them in/as HTML and CSS is merely a technical way of doing so. They can also be described as a communication medium. Or a marketing tool. Anything really.

The question is, it really worth it describing web pages at all?

Do you think there is/could be a better way of describing web pages than HTML & CSS?
