The most difficult part of HTML and CSS is the concepts. The technologies themselves aren't necessarily difficult per-se, but the concepts are something that it's almost impossible to find in courses, classes or tutorials.
For example, a few concepts in HTML that are not particularly "part" of the HTML spec could be: HTML architecture, traversing the DOM, semantics.
CSS concepts, for example: the box model, naming conventions, and the almighty… specificity.
To learn those concepts and many, many others you have to be around designers and developers as much as possible. And believe it or not, that is part of the "practice" I mentioned in the beginning.
Go to meetups, group discussions, participate in online forums, join online chat communities, find a mentor and try to stay in touch with others as much as possible so you can ask questions when needed, and just as important, share your knowledge as you become more proficient in HTML and CSS.
