2 of 24 means 2 percentage of 24. i.e 2×24⁄100 =0.48
This is increased by 4 tens(40).
So add this 40 to 0.48
0.48+40=40.48.
so the answer is 40.48

The decimal number system is a positional number system. The value of each digit depends on the position where it is found.
24 is 2 tens and 4 ones.
We could also say that is 4 ones and 2 tens.
To increase this number by 4 tens (but not any ones) means that there will be 2+4=6 in the tens position.
So, the answer is 64. The 4 in the ones position is not changed.

Do you mean 2 times 24? If so, that's 48. "4 tens" presumably means 40.
So, 48 + 40 = 88
