How many departments in the Federal government still run on COBOL software?

Hard to say for certain but it wouldn't surprise me if most still do. COBOL was created by a member of the military after all, so the Federal government was an early adopter. Having worked as a consultant for numerous state government entities as well as the Air Force, they tend to stay with what works rather than jump to the newest and shiniest language to come along.
