I don't understand the point about the "parallelogram method". Any and all vectors can be added by simply finding the x and y components, adding them, and then computing the new vector.
This one is much simpler: The 2 vectors are a t right angles and so we just need to solve a right triangle. It is even easier, because we have a 3:4:5 right triangle.
4m/s up + 3m/s to the east = 5m/s net velocity
Always draw a picture to help visualize.
