This question is unclear. Can you clarify whether the rain is hitting at a different angle when the person is traveling at 3v? Otherwise, we can get the velocity of the rain at the INSTANT of impact with the traveler by using the tangent and KNOWN velocity (please clarify this as well, are we to find v?). The velocity of the rain is:
V_rain = v/tan(30) (using first situation and not 3v)
