Good question! Proper UI/IX is to leave it alone; the user should always have control of this. As a designer you never should do something that would be unexpected to the user. For instance, making a new page pop-up is not good design. The user can do this if they want to by right-clicking or using a shortcut so let them be in control. Doing this also eliminates the use of the back button and can be disorienting if the user doesn't understand what happened. Making music or videos automatically play without a way to stop it is also a no-no. Quickest way to get your page closed!
Now if you give the user a prompt that something about their browser may need adjusting and an easy way to accomplish it, most users will do so for the premium User Experience. Find a clever way to let the user make this decision. This is always the true goal of UI/UX Design; find the correct solution. Tell us what you come up with! :-)
