Well, Photoshop and Coreldraw are the only answers. That's why they are "Industry Standard" applications. That's why graphic designers (like myself) use these programs.
As for "expensive" ... Adobe has really good pricing especially for students. Even if you're not a student, Photoshop and Lightroom are just $9.99/month. If you have financial difficulty, Adobe can waive your payments for two months until you get back on track.
CorelDraw has a lifetime license if you want to go on that route. Sadly I don't know much about the Corel end though.
