It's just a way to tell someone to think positively and not get discouraged. Its origin is from the story of Noah in the Bible where after 40 days and 40 nights, the rain finally stops and they can land the ark on ground. There's a rainbow in the sky after that rain. Scientifically, a rainbow typically occurs when it's raining, and the sun shining through the raindrops refracts the light to make the rainbow. And then we always have "The Wizard of Oz" movie with Judy Garland's classic song, "Somewhere Over the Rainbow." It should be written as follows though:
"Keep looking up. There may be a rainbow waiting for you."
