Most editing software can handle basic 2 D animation. They are limited however they are actually getting better. Premier for example has the link which directly connects to After Effects and they work as a single software package. Quite amazing. I also know Davince Resolve has a pretty easy 2d integrated system and best of all it is free and very easy..Because most of these are integrated with a 3D software you just about do anything. Most others are just edit systems but have remade 2 and 3D animations with limited abilities. To be honest the best I know is Adobe After Effects. I think its the best there is and I can have you work in AE in a matter of a couple of weeks.
