It seems that the original recording uses a "Vocoder" effect. You would have to play around with equalization parameters and perhaps add an additional "Reverb" effects. There are a wide variety of softwares that you could use for this. On the free softwares side Audacity is a really good tool, but If you happen to want to use something professional and a little expensive I would recommend using Ableton on PC or Logic Pro on a Mac
