OpenOffice can open a LOT of file formats, but LibreOffice can save in more common formats that OpenOffice can't (like .docx or .xlsx). This can prove to be an important deciding factor if you create a lot of documents that get shared with other people. LibreOffice also tends to get updated more often and has more security updates. My choice would be to go with Libre, but it probably wouldn't hurt to have OpenOffice installed (if you have the space for it) in the off chance you come across a file format that Libre can't open.
