You can also start by creating the keyword first, with one or none images selected. Then shift click to select a batch of contiguous images (or command/control click to select non-contiguous images) and then in the list of already created keywords select the check box for the particular keyword you desire.
You can also use the Paint Tool to apply keywords. Be in the Library module, select the tool, select the keywords option, select the keyword you want, then single click to apply to a single photo, or click-hold-drag to "spray" the keyword onto images you want to label.
Maybe this is a bug in Lightroom 3.2 - it should by all means work just as you described it (it does for me here, using Lightroom 8).
