I believe the musical note dropping off, carries the last syllable of 8/7/8/7 forward to completion of solid trochaic tetrameter even without a word or uttered syllable to support it--almost like the equivalent of slant rhyme that works if you say it or sing it a certain way. Example: Nine, not pronounced "nine" but "Ni-ine"
