With greater than or less than problems, the key is to compare each place value:
We always want to start with the numbers farthest to the left. Both of these numbers have 0 in the "one's" place, so neither number is bigger nor smaller yet. 0.0197 vs 0.15
Next, we look to the "tenths" place (aka, the value just to the right of the decimal place): 0.0197 vs 0.15
Since 1 is greater than 0, then 0.15 is greater than 0.0197 or in other words, 0.0197 is less than 0.15
