Disirree, I hope I am not too late!
How do we find the slope? Change in y/ change in x, right?
Since the population depends on the year, we'll say that the year is x and the population is y.
So our slope is (2,099,800 - 2,113,000)/(91 - 58) = -400
This means that every year, the population decreased by 400.
Since -400 = -400/1, and we are still talking about change in population/years, then we have a decrease in population of 400 every year.
Hope this helps!
