In an inequality, you always have two options----example: A can be larger than B, meaning that it is NOT equal. Or, A can be equal to or larger than B.
Same 2 options when A can be less than B.
The trick here is to read carefully the way the problem is stated: "......work at least 20 hours......". This means that the minimum is 20, but there is no maximum.
So: If H is the hours per week, then H ≥ 20
