xCode is found in the App Store. If you have an old xCode on a new operating system, it will not install, however you can always download it from the App Store and install it there. The only other reason it may not install is issues with previous versions, which may require that you uninstall the old version (extremely unlikely). One final possibility is that you are trying to install without sufficient privaledges (you generally need administrative priv to install many programs).
