The delegates and state senators shape public policy by presenting bills to the state legislature. The bills they present for passage may be presented from their own original ideas or may have been suggested by the constituents who voted for the politician. The state governor may also present ideas to be passed into law to the elected local state delegates or senators, especially putting pressure on the delegates and senators of his own political party.
Also, a governor may have powers to make his own policies separate from contacting a state legislature.
