The Great Compromise in the 1780s created two houses of Congress- Senate and House of Representatives. The House of Representatives is based on population while the Senate is based on equality among the states. This bicameral legislature is still used today in the United States. The statement that there is a third house is incorrect. Although lobbyists and interest (pressure) groups are part of the political process, they do not make up a separate house because they influence senators and representatives to vote a certain way or support an agenda. Lobbyists and interest groups have the same power as typical citizens in the election process for local issues, but they don't comprise their own house that has the same weight as the Senate or House.
In short, this statement would be false.
