Photo manipulation is when changes are made to the photo by a person. Changes such as photo-shopping the image in a way that distorts it, touches it up, changes colors or details, etc. In graphic design, images are 2D so any changes made to a photographic image in 2D form whether it be through a computer or by hand, is photo manipulation.
