I'm guessing that you left the X out and this is a line perpendicular to Y = (2/3)X + 5, correct?

Two lines that are perpendicular will have slopes that are negative reciprocals.

The reciprocal of 2/3 is 3/2. Make that negative: -3/2 So....

Y = (- 3/2)X + C will be your line. C can be anything... the slope is what's important. That's why the question says "a line" not "the line".
