The State level SoS executes many of the same functions as the US secretary of state. But it all comes down to the policy in that particular state. In my state the Secretary has the power over voting laws, and laws associated with counting votes. Also the State secretary executes many administrative powers, such as documenting and registering new businesses, and following out the orders of the governor. Plus the Secretary can issue professional licensing to people like doctors, plumbers etc. This is tricky because states all have different policy about the role of the Secretary of State, but some of the main powers are listed.
