I owned a Graphic Studio for 20-years. Clientele ranged from walkins to Caltech. I had clientele and could not see the sense in chasing EVERY client. IF the client is not absolutely necessary. Then tell them that you need a budget. Use a form letter email stating this in advance. Let me tell you. When people do not give a budget, you can be assured that they are one of the following. Disgruntled with searching for prices, CHEAP, do not care about quality, and will blame you no matter what happens. If they will not give you a budget - move on to a real customer. You must value your own time and efforts. Otherwise you will drown under the load of cheapos and internet losers!
