Cliticization of “je” in spoken French: which syllable gets the /ʒ/ sound?

In spoken French, a phrase such as "quand je pense" is usually pronounced with two syllables. I am pretty sure that I have heard/kɑ̃ʒ.pɑ̃s/e.g. in the song "Overkampf (quand je pense à ma vie)" by Lena Luce. But on the other hand,/kɑ̃ .ʒpɑ̃s/ makes more sense with the morphology (and is more consistent with the informal "quand j'pense" that native French speakers sometimes write when they wish to imitate this sound).Does "je" always attach to the verb, or may it attach to a preceding syllable? If it may attach to a preceding syllable, what rules determine which syllable you prefer to attach "je" to?

The first syllable will receive the "je" sound when pronouncing quand je pense. "quange pense"
