for smaller angle, sin theta is nearly = theta. what does it mean ? does it mean its value is theta i.e. sin 3° = 3?

but why it is for smaller angle only. we se theta for 30° is also = theta.

Just a characteristic of the Sine function. Sine is defined as opposite/hypotenuse on a right triangle. At small angles, the opposite side is small so the ratio is small.
