Identify a possible quote by Shakespeare?

To those familiar with Shakespeare, do you know where this phrase comes from? > Robust grass endures mighty winds; loyal ministers emerge through ordeal

I have read a lot of Shakespeare in my time, but have never seen that quote anywhere. Shakespeare most often wrote in iambic pentameter, and by the way that the sentence sounds, it does not quite fit with a rigid or loose form of the meter.
