The ninth amendment is for protecting citizen rights that are not written into the first 8 amendments. Examples given are right to personal privacy when consulting with your doctor, right to privacy in your marriage, right to smoke if it is not on federal property or not disturbing other people, right to not have universal health care because it produces hardship for other people.
The right was added in 1971 to ensure that government doesn't intrude into every aspect of a person's life.However, it is frequently debated in federal law cases and often taken into consideration with other parts of the Constitution.
