To simplify Hegel's schematization, it would seems he ranks various art disciplines wherein the most useful is at the lowest end, and the least useful at the highest. By this logic, his methodology might still apply (i.e., "works") today because it suggests that if we, as individual humans, have satisfied our practical aspects of life (housing, or architecture), then we supposedly are able to move on to those "finer" things in life within neither the reach nor concept of those deprived of their basic needs. It is akin to Bloom's Taxonomy, or Maslow's Hierarchy of Needs. That's my two cents, for what it's worth.
