1) In order to simplify the expression, we have to expand it and combine like terms as follows:
step 1, distribute the 3. 12 + 6y - 9
step 2, combine like terms 6y + 3
step 3, if asked to do so, re-factor 3(2y+1)
2) In order to factor we must find out what the greatest common factor (GCF) is. So we ask ourselves, what is the biggest whole number that both 18 and 12 are divisible by? The answer is 6, therefore, 6 is the GCF. So 6 is what we factor out of the expression.
