Hi Erika--
"Base 10" means just regular counting the way we usually do it--each time you get to 9 in a column, the 10th number means you start a new column.
Notice how each number from 1 to 9 has just one digit--when we get to the next number, we have to start a new column--that's why "10" has 2 digits in it.
So in Base 10, a 2 in the tens column would mean 20; and the "10 ones" would mean you jump from the ones column to the tens, meaning you now have one more 10.
So 2 tens + 1 ten = 3 tens, and 3 tens = 30.
