I think there are two components to your question:
1) Which universities globally have a major / courses that I want to study
2) Which universities globally offer scholarships to international students.
The second component is much harder, as it usually depends college by college. In general, some of the top US universities do offer some sort of financial aid to international students.
In terms of the first component, if you're coming from India, perhaps the best place to start exploring colleges is the United Kingdom. For the UK colleges, they use the UCAS (Universities and Colleges Admissions Service) website for all applicants globally to apply to the UK colleges. The UCAS website has a great deal of information on the UK colleges themselves and on the majors / courses offered by the UK schools.

I just did a search and found 958 courses from 158 UK colleges for "Electronics" and 66 courses from 16 UK colleges for "telecommunications".
I also suggest using a broader academic major search term, such as "Electrical Engineering". Running this search gives you 552 courses from 126 UK colleges.
