Remember, a point like (13,-3) is an ordered pair with the x value first and the y value second. To see if a point lies on the line, just plug the x and y values of the point into the equation and see if it equals 44. If it does, the point is on the line. If it doesn't, the point is not on the line. I'll do the point (13,-3):
5x + 7y = 44
5*13 + 7*(-3) = 44 [x = 13, y = -3]
65 -21 = 44
44 = 44
So the point (13,-3) lies on the line.
Try the other 3 points yourself using the same technique. Two of them lie on the line, one does not.
