In an isosceles triangle, the two legs have the same length. So if one leg is 2x-3, the other leg is also 2x-3. The perimeter is the sum of the three sides of the triangle:
base + one leg + other leg = perimeter
x + 2x - 3 + 2x - 3 = 39
