This number is in correct scientific notation.  The coefficient (4.6) must be at least 1 and less than 10 (there is always one digit to the left of the decimal point), and the exponent (-5) can be any integer.

4.6 * 10^-5 = 0.000046.  Note that the decimal point moved five places to the left.
