Yes, this wording can be confusing. Let's think about it like this. If there are 6 identical flower arrangements, then each must have the same number of flowers, so there are 5 lilies per arrangement and 13 roses per arrangement. This means that when there are 5 lilies (L) there are 13 roses (R). So the number of lilies is the same as 5/13ths the number of roses. Further, the number of roses is 13/5th the number of lilies. This means are equations are L=5/13R and R=13/5L. I hope that helped! :)
