Verbs are words that express an action, a state, or that something occurred. The use of the word to preceding a verb (i.e., coming before the verb) indicates that the infinitive, or base form, of the verb is being used.
So to impress is the infinitive form of the verb impress. The infinitive is often used to express purpose or opinion. For example, the sentence, "I want to impress him."
The infinitive may also be used when the verb is the subject of a sentence, "To impress my boss, I made sure my report was well-written."
