Before answering you question, let me point out a couple of things for you future benefit: 1) The spelling is 'soluble', not 'soluable', and 2) in dealing with liquids we use the term "miscible" for soluble and "immiscible" for insoluble.
Now for the question: Basically, you need to know the density of CCl4 (carbon tetrachloride) to answer the question. This can easily be looked up, but to help you out, it's greater than the density of water. So, it will sink.
